Social media scheduling survey tools: Microsoft Forms, Google Forms or a manual baseline

Compare Microsoft Forms, Google Forms and a manual baseline for England research using common evidence, privacy, access, export and exit fields.

The right survey route is the one that passes a defined instrument, participant and evidence test. This desk comparison covers Microsoft Forms as a Microsoft 365 service, Google Forms as a Google Workspace service, and a manual interview or accessible document baseline. It does not rank them or claim suitability.

What to take away

  • No route is ranked; the right survey route must pass a defined instrument, participant and evidence test.
  • Microsoft Forms and Google Forms both leave edition entitlement, live behaviour and complete export unknown until tested.
  • Supplier accessibility and privacy pages are claims, not proof that a particular form is accessible or lawful.
  • Privacy and procurement should act as non-compensating gates, so a richer feature list cannot offset uncontrolled data.
  • Run the same synthetic instrument through every shortlisted route before deciding on procurement.

Method and common case

Research was completed on 6 September 2026 from the first-party pages linked below. No account or paid edition was accessed. The common case is a short England workflow survey that needs branching, an accessible response route, controlled administrator access, a tabular export and documented deletion. Price is excluded because no buyer tenant, plan, currency, tax or contract term was supplied.

Manual baseline

Exact route
interviewer or approved accessible document
Collection evidence
versioned script and response record
Export
researcher-defined table
Access
named researcher and storage permissions
Accessibility evidence
format and assistive-technology test designed by buyer
Contract and privacy
buyer controls its chosen storage
Unknown until tested
interviewer consistency and transcription

Microsoft Forms

Exact route
Microsoft Forms in the buyer's named commercial Microsoft 365 tenant
Collection evidence
supplier help describes forms, polls and quizzes
Export
exact export must be verified in the tenant
Access
tenant administrator and form-sharing controls require test
Accessibility evidence
supplier accessibility conformance record must match current service
Contract and privacy
named Microsoft agreement, DPA, region and settings needed
Unknown until tested
edition entitlement, live behaviour and complete export

Google Forms

Exact route
Google Forms in the buyer's named Google Workspace tenant
Collection evidence
supplier help describes forms, surveys and quizzes
Export
first-party help documents CSV download and Sheets export
Access
form and linked-Sheets collaborators require separate review
Accessibility evidence
supplier accessibility guide lists Forms support and links a conformance report
Contract and privacy
named Google agreement, data terms, region and settings needed
Unknown until tested
edition entitlement, live behaviour and complete export

Microsoft Forms boundary

Microsoft's Forms security and privacy page is a supplier statement. Microsoft also publishes an accessibility conformance report portal and a DPA catalogue. Its current English record was dated May 2026 when checked.

A buyer must locate the report and contract matching its exact service, date and region, then test the participant and administrator journeys. The pages do not prove a particular form is accessible, lawful or secure.

Google Forms boundary

Google's Forms help describes creating, sharing and analysing forms. Separate first-party instructions explain CSV and Sheets response export, including that collaborators may retain access to a linked sheet.

Google's Workspace accessibility guide lists screen-reader and keyboard support for Forms and points to a conformance record. An August 2026 Workspace privacy-compliance page describes the Cloud Data Processing Addendum route. Those are supplier claims, not hands-on results.

Make privacy and procurement non-compensating gates

For either hosted service, identify controller and processor roles from the real decisions, not the product label. Record administrator accounts, responder identification, optional email collection, sub-processors, international access, retention, export, deletion, support and incident terms. The ICO's research safeguards guidance supports minimisation and appropriate controls but does not approve a platform.

Keep a product-identity sheet beside the test. It should record the tenant, ordered SKU, administrator, service URL, terms version, region settings and evidence expiry. If the buyer cannot identify which contractual service produced the form, the desk comparison cannot settle procurement.

Run the same synthetic instrument through every shortlisted route. Have representative participants test keyboard, screen reader, mobile layout, validation and withdrawal. Verify exports field by field, revoke a collaborator and rehearse deletion. Reject any route that fails a critical gate; a richer feature list cannot offset inaccessible participation or uncontrolled data.

Before you act

  • Identify controller and processor roles from real decisions, not product labels.
  • Record tenant, ordered SKU, administrator, service URL, terms version and region settings.
  • Test keyboard, screen reader, mobile layout, validation and withdrawal with participants.
  • Verify exports field by field and revoke a collaborator.
  • Rehearse deletion and reject any route failing a critical gate.

Common questions

What does the desk comparison cover and what does it not do?

It covers Microsoft Forms as a Microsoft 365 service, Google Forms as a Google Workspace service, and a manual interview or accessible document baseline. It does not rank them or claim suitability. Research was completed on 6 September 2026 from first-party pages, with no account or paid edition accessed.

Why is price excluded from the comparison?

Price is excluded because no buyer tenant, plan, currency, tax or contract term was supplied. Without those details a price comparison would not reflect the buyer's actual commercial position. The article instead focuses on instrument, participant and evidence tests that can be defined in advance.

What must a buyer record on a product-identity sheet?

It should record the tenant, ordered SKU, administrator, service URL, terms version, region settings and evidence expiry. If the buyer cannot identify which contractual service produced the form, the desk comparison cannot settle procurement. This sheet sits beside the test and supports evidence checks.
